Your finalist said yes on the phone on Monday, and now your job offer letter template has to hold for weeks, not minutes. In a Gartner survey, 35% of candidates said they backed out after accepting an offer in early 2025 (HR Dive).
Another employer may still be interviewing your finalist, and their current manager may counter.
A loose employment offer letter costs you twice. A slow or vague offer loses the finalist, and a missing condition can turn a withdrawal into a breach of contract.
So send it within 1 week, write every condition in, and stay in touch until day 1. Below are 7 templates for US, UK and Singapore hires.

1. First offer to send: what should my job offer letter template include and leave out?
Put in the role, manager, start date, pay and pay frequency, hours, place, named conditions, a reply-by date and a contact. Leave out promises you cannot keep, pay-history questions and any clause your state or country bans.
A missing line becomes a question in week 1, so start from the UK's day-1 list. GOV.UK asks for pay, hours and days, holiday, place of work, expected length, probation, benefits and obligatory training.
Then add why you chose this person. The foundational 2008 book Who closes a hire "by emphasizing the points the candidate cares about most".
Leave out an unapproved bonus, because the candidate can rely on it.
Honest employers "will never ask you to pay to get a job", says the FTC's foundational job-scam advice. So the letter says it too, as our interview invitation email templates do.

Offer letter anatomy: 9 lines carry a complete offer. They run from the role, why you, pay, hours and benefits to conditions, notice or at-will, a reply-by date and a genuine check.
Every template here follows 10 rules, and skips one only where we say why:
- A reply-by date, plus "If you need more time, tell me before then."
- Every condition named, any medical check last.
- Right to work checked before day 1.
- At-will only in the US version, never for Montana after probation.
- No non-compete.
- Singapore: the 5 KET sections and equal notice.
- UK: every field of the day-1 statement.
- 1 pay number inside your band.
- Any request to sign: a named sender on your domain, and a way to verify.
- No promise you cannot keep.
Check references before the offer, as our reference check questions guide describes. Keep a reference condition only when a referee was unreachable.

2. Verbal offer made: is it binding, and is my job offer letter template a contract?
A verbal offer the candidate accepts can already commit you, and the letter is the written proof. In the UK an accepted offer binds once its conditions are met, and US at-will wording does not block a claim for losses.
Acas's foundational guidance, last updated in 2023, sets out the UK position. If all the conditions are met and you withdraw a conditional offer, "this could be a breach of contract".
In the foundational 1981 US case Grouse v. Group Health Plan, a pharmacist accepted an offer, resigned and declined another job. The employer then hired someone else.
Minnesota's Supreme Court held he could recover what he lost by quitting and declining the other offer, not the new job's wages. It is 1 state's ruling.
The letter and the legal written terms are separate duties, because GOV.UK says the UK written statement "is not an employment contract". So send 1 pack: the letter plus the required terms, signed together.
Say you call on Monday, the candidate resigns on Tuesday, and a check fails on Friday. If that condition sat only in your call notes, you have nothing to point to.
In the figure, step 4, conditions met, is where withdrawing starts to cost you.

Offer path: an accepted call can already commit you, the letter puts terms in writing and acceptance makes a UK contract subject to conditions. Once conditions are met, withdrawing risks a breach or the candidate's losses.
3. Hiring in the US: how do I word at-will and check conditions so I can withdraw?
Name each condition in the letter, with the background check and right to work first and any medical check last. Add an at-will sentence only where at-will employment applies, and never for a Montana hire past probation.
Order matters, because the foundational 1995 EEOC guidance says an offer "is real if the employer has evaluated all relevant non-medical information which it reasonably could have obtained".
A medical check must apply to "all entering employees in the same job category". It can end the offer only if the result is "job-related and consistent with business necessity".
Under Montana's MCA 39-2-904, a discharge after probation without good cause is wrongful. So state the probation period there and drop the at-will paragraph.
Finish the background check before the candidate resigns, or tell them in writing not to resign until you confirm. If a check ends the offer, follow your counsel's or screening provider's notice process first.
3.1 Can I put a non-compete in the offer letter?
No. California's B&P Code 16600.1, a foundational 2024 law, makes it "unlawful to include a noncompete clause in an employment contract" unless an exception applies.
At federal level, a court stopped the FTC from enforcing its non-compete rule on 20 August 2024. The FTC moved to dismiss its appeal on 5 September 2025.
4. Hiring in the UK or Singapore: can my job offer letter template meet the written-terms rules?
Yes, if you build the required fields in. A UK letter with the principal-statement fields covers day 1, and MOM's 5 KET sections cover Singapore's 14 days.
Both countries set a deadline for written terms, and the offer is the easiest place to meet it. The foundational Employment Rights Act 1996 makes the UK statement due "not later than the beginning of the employment".
The wider statement follows within 2 months, and Acas offers a job offer download "with written statement".
Make the right to work a condition before day 1, because a compliant check gives you a statutory excuse. Without one, the maximum civil penalty is £45,000 per worker, and £60,000 for a repeat breach (Home Office, 2024, foundational).
Section 60 of the foundational Equality Act 2010 keeps health questions until after the offer, apart from a few narrow exceptions.
In Singapore, written Key Employment Terms (KETs) are due "within 14 days after the start date" (TAFEP, foundational 2020). The penalty is up to S$400 per employee.
MOM's KET template has 5 sections, A to E. Its notice field says the length "shall be the same" for either party.

Offer rules by country: the UK wants written terms on day 1 and Singapore within 14 days. California bans non-competes, Montana needs probation stated, and EU candidates see the pay range before interview.
5. Hiring part-time, a contractor or an internal promotion: do I need another job offer letter template?
Part-time hires need their own version with hourly pay, hours and rostering. Contractors need a contract for services instead, and a promotion letter says what changes and what stays.
5.1 Part-time and hourly hires
State the hourly rate, the minimum weekly hours, and how far ahead you share the roster. MOM's own part-time KET sample uses hourly pay of S$6 an hour, 4 days a week by roster.
List the benefits that do not apply, because a vague line can imply a benefit you never meant to give. Change only these lines in Template 1:

Benefits that apply: [paid holiday pro rata, pension or CPF]. Benefits that do not apply: [health cover, bonus scheme].
5.2 Contractors: send a contract for services, not an offer letter
An employee-style letter is evidence of employment, so a contractor gets a contract for services instead. The IRS weighs behavioural control, financial control and the relationship, including "written contracts or employee type benefits".
In the UK, GOV.UK adds that a contractor can still have "the employment status of an employee".
5.3 Internal promotions
Name the new title, date, pay and manager, and what carries over. In the UK, changes to the written statement go to the employee "within one month of making the change" (GOV.UK). It skips conditions and verification, because the checks were done at hire and a known manager sends it.

6. How soon after the final interview do I send the offer, and how long to accept?
Decide within 1 working day. Send the offer within 1 week of the final interview, with a call first and the letter that day.
That is the pace of our hiring process steps guide, for the same reason. In a foundational 2010 field study of 3,012 candidates, Becker, Connolly and Slaughter found faster offers won more acceptances.
Gartner measured a 33-day lag from interview to offer and tied that slower decision stage to "a 16% reduction in candidates' accepting offers" (HR Dive, foundational 2019).
Only 48% accepted their most recent offer in 4Q25, down from 54% in 4Q24 and 85% in 4Q23 (Gartner). In Gartner's earlier survey, 44% held more than 1 offer in Q1 2025.
No study sets a number of days for experienced hires. NACE's guidance for graduate offers calls 1 to 2 weeks common, so give graduates that. Treat 5 working days as our suggestion for everyone else.
For example, the panel decides on Wednesday after a Tuesday final. The manager calls that afternoon, and the letter follows with a reply-by date of the next Wednesday. Add "If you need more time, tell me before then", so a slow yes does not turn into silence.

7. The letter is ready. What do I write in the offer email that carries it?
Put the news and the pay in the first 2 lines, then how to accept, the reply-by date, who to call and what happens next. Keep it short enough to read on a phone, and attach the letter.
Pay goes first because it decides many offers. In Gartner's 2025 survey, 53% of candidates named higher pay as the main reason they accepted, up 11 points (HR Dive).
Then add the why-you line: 1 specific thing the candidate showed, such as a process they cut from 8 days to 5. It tells them you listened, which a form letter cannot do. Send it from your company domain, with your name, title and direct line, as Template 4 does.

If you hear nothing, send 1 follow-up 2 working days before the deadline, with a yes-or-no question. A manager on Reddit got no reply at all after an offer, and a short question gives the candidate an easy way to speak up.
The timing is our suggestion, not research. The follow-up replies in the same thread as the offer, so it skips the verification line:

8. The candidate countered our offer. How far do I move, and do I reissue the letter?
Decide your ceiling and concession rules before the letter goes out, then answer a counter with 2 or 3 packages of equal cost. Any change to pay or terms gets a reissued, re-dated letter.
Asking tends to pay. In a foundational 2011 study of 149 new hires, those who negotiated raised their starting pay by $5,000 on average (Marks and Harold).
Fixed rules also protect fairness. In 3 foundational 2019 studies, more biased evaluators made fewer concessions to Black candidates who negotiated (Hernandez and colleagues).
In 6 foundational 2019 experiments, several offers of equal value gave the offerer "stronger anchors and better outcomes" (Leonardelli and colleagues). For example, package A raises base pay by 4%. Package B raises it by 2% and adds a signing bonus, and C keeps the base with 3 leave days and a learning budget.

The foundational 2023 EU pay transparency directive bars pay-history questions. Each country had to bring it into national law by 7 June 2026, and the candidate must get the pay or its range before interview.
So keep the final number consistent with what you shared. In Singapore, TAFEP asks you to "Base salary offers and employment terms on clear and consistent frameworks".

9. Budget cut or failed check: can I withdraw an accepted offer, and what do I say?
You can withdraw cleanly when a condition written in the letter is not met. After that, withdrawing risks a UK breach of contract or a US losses claim, and a protected reason is unlawful.
The written condition is your clean exit, because both sides agreed to it in advance. Acas says an employer can withdraw a job offer "if the conditions of the offer are not met", so name that condition in your message and nothing else.
A budget cut after acceptance is harder. In the UK, once all conditions are met, withdrawing "could be a breach of contract". Acas adds that you should not withdraw an unconditional offer "without also ending the contract".
In Minnesota, Grouse shows that a candidate who resigned relying on your offer can recover their losses, and other states may differ. So talk to counsel and call before you write.
Never pull an offer because a candidate is pregnant or a carer. Acas says withdrawing for any of the 9 protected characteristics is unlawful in the UK. Singapore's Workplace Fairness Act covers pregnancy and caregiving, and MOM aims for it to take effect in end-2027.

Withdrawing an offer: clean when a written condition was not met, before they resign, with a call first. Costly when all conditions were met or none were set, after they resign, or unlawful for a protected reason.
Templates 6 and 7 ask for no decision, so they carry no reply-by date.

10. They signed. How do I keep them from backing out before day 1?
Treat the signature as the start of a new stage. Book check-ins until day 1, send the first-week plan early, and track the offer like the rest of the hire.
Gartner found 35% of candidates backed out after accepting an offer in Q1 2025, down from 48% in Q1 2024 (HR Dive).
This 48% is a different question from Gartner's 4Q25 figure, where 48% accepted their latest offer. Fewer candidates juggled offers in early 2025, yet 35% still backed out after accepting.
A foundational 2023 Gartner survey of nearly 3,500 candidates found 50% had backed out after accepting. Jamie Kohn placed the risk "after an offer acceptance but before the start date when the doubt creeps in" (SHRM).
Employer-counted rates run lower. NACE found about 7% of accepted graduate offers ended in a renege in foundational 2024 data. Gartner asks candidates whether they ever backed out, so expect your rate to sit between these figures.
Kohn's advice: "Keep them engaged and excited". We suggest a manager's call within 2 days of signing and the day-1 agenda 1 week before. Once your finalist signs, send everyone else a rejection email.
